Shipping Policy & State Restrictions

Essential information regarding PACT Act compliance, transit times, flavor bans, and state product directories.
New Service Coverage: By now, you may have heard about the PACT Act and its limits on shipping vape products by mail and through the major national carriers. Below we explain these rules and how they affect vape shipments.
1.What Is the PACT Act?
In December 2020, a congressional amendment to the PACT Act was signed into law as part of the omnibus spending bill. The effect of this new law broadens the definition of tobacco products to include electronic cigarettes, vapes, e-liquids, and vaping accessories.
Starting March 27, 2021 the PACT Act requires online retailers to collect state and local excise taxes on vaping products and require Adult Signature on all deliveries nationwide. Other compliance requirements include labeling and packaging, record-keeping, and state and federal registration and reporting.
You may see that we are unable to ship to some of our customers, mainly due to logistical constraints or lack of regional carrier service in certain areas of the continental U.S. However, our shipping network of 20+ local regional carriers is expanding weekly, so sign up to be notified when we are able to ship to you again!
If we are unable to ship to your destination, a notification will be indicated at checkout. Be sure to check our site and sign up for notifications, and check back with us as we are adding service coverage every week.
2.What Are Local Carriers?
There are two major types: regional carriers that cover specific cities and/or surrounding regions, and those that have multi-state coverage within the same network. Compared to nationwide carriers, which can cover 99% of the U.S. population, regional shipping carriers cover only about 85% of the population.
Central Vapors is committed to serving the vaping community. Our team will be working with specialist carriers to build an extensive network of regional and local carriers for shipping deliveries, while adhering to compliance with state and federal laws.
Coverage will be limited and not all areas of the continental U.S. will be serviced. However, as the network expands, we will make sure shipping services are made available as soon as possible.
Please keep in mind that each city/state will have their own regulations that may prohibit us from shipping certain items to your location. You may encounter an error message during our checkout process in the event that your cart contains restricted items.
3.PUDOPoint Local Pick-Up
We now offer local pick-up shipping options using PUDOPoint services! This service offers a convenient way to pick up your package at a local business near you. Domestic purchases only. If you aren’t available to sign at home, choose PUDOPOINT at checkout to ship your order to a secure local business for pickup at your convenience.
When selecting this option, a list of available nearby pickup locations will be provided for your zip code. You may select the option most convenient for you. If you do not see any options appear, this service will be unavailable near your location.
Customers that select this option will receive an email notification once the package is ready for pick-up, along with the address location and the business’s operating hours. Adult Signature Verification will still be required for packages using this service.

4.Shipping Restrictions & Prohibited Areas
Our regional carrier network has expanded, and we are now able to ship to most U.S. states — except the destinations listed below, and subject to the state-specific flavor and sales rules in Section 6 and the state product directory rules in Section 7 below.
We are unable to ship to the following destinations:
- Arkansas, Georgia, Maine, Oregon, South Dakota, Utah, and Vermont
- Northern Mariana Islands
- American Samoa
- Puerto Rico, Guam, and the U.S. Virgin Islands
- Military addresses (APO, FPO, DPO) — Armed Forces Americas (AA), Armed Forces Europe (AE), and Armed Forces Pacific (AP).
Nebraska: we cannot ship nicotine products to Nebraska. Zero-nicotine (0mg) e-liquid, flavor concentrates, plain PG/VG base and hardware can still ship there — see Section 6.

California also charges no 12.5% e-cigarette excise on non-nicotine items. Full details for each state are below.
California
California: because of California's Unflavored Tobacco List law (AB 3218, in force since January 1, 2026) together with SB-793, we cannot ship any nicotine e-liquid to California — that means no flavored e-liquid, no unflavored e-liquid, and no unflavored nicotine base. Flavor concentrates and zero-nicotine (0mg) e-liquid also cannot ship. What we CAN ship to California: plain PG/VG base and all hardware — tanks, mods, pods, coils, batteries and accessories. California's 12.5% e-cigarette excise (CECET) only applies to nicotine products, so it is not added to these non-nicotine items.
New York
New York: we cannot ship any e-liquid to New York — that means no flavored e-liquid, no unflavored e-liquid, no unflavored nicotine base, no zero-nicotine (0mg) e-liquid, and no flavor concentrates (NY S.7506). What we CAN ship to New York: plain PG/VG base and all hardware — tanks, mods, pods, coils, batteries and accessories. Coupons and discount codes cannot be applied to New York orders.
Massachusetts
Massachusetts: nicotine e-liquid can only ship to Massachusetts in tobacco flavor or unflavored, so we cannot ship flavored nicotine e-liquid there. Menthol and mint count as flavors in Massachusetts. What we CAN ship to Massachusetts: tobacco-flavored nicotine e-liquid, unflavored nicotine e-liquid, unflavored nicotine base, zero-nicotine (0mg) e-liquid in any flavor, flavor concentrates, plain PG/VG base, and all hardware — tanks, mods, pods, coils, batteries and accessories.
New Jersey
New Jersey: nicotine e-liquid can only ship to New Jersey in tobacco flavor or unflavored, so we cannot ship flavored nicotine e-liquid there. Menthol and mint count as flavors in New Jersey. What we CAN ship to New Jersey: tobacco-flavored nicotine e-liquid, unflavored nicotine e-liquid, unflavored nicotine base, zero-nicotine (0mg) e-liquid in any flavor, flavor concentrates, plain PG/VG base, and all hardware — tanks, mods, pods, coils, batteries and accessories. Coupons and discount codes cannot be applied to New Jersey orders (NJ S1647).
Rhode Island
Rhode Island: nicotine e-liquid can only ship to Rhode Island in tobacco flavor or unflavored, so we cannot ship flavored nicotine e-liquid there. What we CAN ship to Rhode Island: tobacco-flavored nicotine e-liquid, unflavored nicotine e-liquid, unflavored nicotine base, zero-nicotine (0mg) e-liquid in any flavor, flavor concentrates, plain PG/VG base, and all hardware — tanks, mods, pods, coils, batteries and accessories.
District of Columbia
District of Columbia: because of the District's flavored tobacco ban (D.C. Code § 7-1721.08, in force since October 1, 2022, and applicable to online sales), we cannot ship flavored nicotine e-liquid to Washington, DC — that includes pre-filled flavored nicotine pods and cartridges. We also do not ship zero-nicotine (0mg) e-liquid or flavor concentrates there, because the ban's wording on flavored e-liquid is broad and does not clearly exempt them. What we CAN ship to the District of Columbia: tobacco-flavored nicotine e-liquid, unflavored nicotine e-liquid, unflavored nicotine base, plain PG/VG base, and hardware — tanks, mods, empty or refillable pods, coils, batteries and accessories. Coupons and discount codes can be used on District of Columbia orders.
Nebraska
Nebraska: state law (Neb. Rev. Stat. § 28-1429.05) prohibits delivery sales — orders placed online, by phone or by mail — of electronic nicotine delivery systems to consumers in Nebraska. Because of this, we cannot ship any nicotine product to Nebraska — that means no flavored, tobacco-flavored or unflavored nicotine e-liquid, no unflavored nicotine base, and no nicotine-containing pods, cartridges or devices. What we CAN ship to Nebraska: zero-nicotine (0mg) e-liquid in any flavor, flavor concentrates, plain PG/VG base, and hardware sold without nicotine — tanks, mods, empty or refillable pods, coils, batteries and accessories. Coupons and discount codes can be used on Nebraska orders.
7.State Product Directories
A growing number of states only allow a vapor product to be sold to their residents if the product and its manufacturer appear on a state-run directory or approved product list. These laws generally cover online orders shipped into the state, not just local stores. Not every product we carry is listed in every state, so some items may not be available for delivery to your address.
States with a product directory in effect
- Alabama — electronic nicotine delivery system (ENDS) directory, Alabama Department of Revenue.
- Kentucky — manufacturer certification required for vapor products.
- Louisiana — vapor product directory, Office of Alcohol and Tobacco Control.
- Mississippi — ENDS directory, Mississippi Department of Revenue.
- Nebraska — ENDS directory, Nebraska Department of Revenue. Nebraska also prohibits online sales of nicotine products — see Section 6.
- North Carolina — directory of vapor products and consumable products, North Carolina Department of Revenue.
- Oklahoma — vapor product certification, Oklahoma ABLE Commission.
- Pennsylvania — ENDS directory, Pennsylvania Office of Attorney General.
- Virginia — liquid nicotine and nicotine vapor product directory, Office of the Attorney General.
- Wisconsin — electronic vaping device directory, Wisconsin Department of Revenue. Wisconsin's directory covers devices, parts and e-liquids whether or not they contain nicotine.
Upcoming changes
- Indiana — after December 31, 2026: only e-liquid products on the Indiana Alcohol and Tobacco Commission's Authorized E-Liquid Product List may be sold in Indiana.
- Tennessee — January 1, 2027: vapor products must be listed on the state directory to be sold.
- Hawaii — January 1, 2027: electronic smoking devices and e-liquids must be listed on the state directory to be sold.
- South Carolina — February 1, 2027 (or later, once the state publishes its directory): vapor products must be listed on the state directory to be sold.
- Iowa: a vapor product directory law has passed, but the state has not yet set an enforcement date.
If an item in your order is not permitted in your state, we may need to cancel that item and refund it. States add and remove products from their directories throughout the year, so availability in your state can change without notice.

8.Adult Signature & Discount Restrictions
Every order containing vape products requires an adult signature at delivery, in every state. Under the federal PACT Act, the person who signs for the package — you or another adult at the delivery address — must be 21 or older and show the driver a valid government-issued photo ID. Packages cannot be left at the door. This also applies to PUDOPoint pickups.
If no one 21 or older is available to sign, the carrier will return the package to us. See our Returns page for how returned and refused packages are handled.
Discount Prohibition
New Jersey — Bill S1647
Prohibits the use of coupons, price reductions, and price rebates in connection with the sale or offer for sale of tobacco and vapor products to consumers at retail, including online coupons and promotional discount codes.
New York — Bill S.7506
Prohibits the use of coupons, price reductions, and price rebates in connection with the sale or offer for sale of tobacco and vapor products to consumers at retail, including online coupons and promotional discount codes.
Coupons and rebates may be strictly prohibited by law in your area.
