Essential information regarding PACT Act compliance, transit times, and flavor bans.
New Service Coverage: By now, you may have received news regarding the upcoming PACT Act and vape mail restrictions, especially in regards to USPS, FedEx, and UPS. We want to offer some information changes to regulations and clarity on how this will affect vape shipments moving forward.
1.What Is the PACT Act?
In December 2020, a congressional amendment to the PACT Act was signed into law as part of the omnibus spending bill. The effect of this new law broadens the definition of tobacco products to include electronic cigarettes, vapes, e-liquids, and vaping accessories.
Starting March 27, 2021 the PACT Act requires online retailers to collect state and local excise taxes on vaping products and require Adult Signature on all deliveries nationwide. Other compliance requirements include labeling and packaging, record-keeping, and state and federal registration and reporting.
You may see that we are unable to ship to some of our customers, mainly due to logistical constraints or lack of regional carrier service in certain areas of the continental U.S. However, our shipping network of 20+ local regional carriers is expanding weekly, so sign up to be notified when we are able to ship to you again!
If we are unable to ship to your destination, a notification will be indicated at checkout. Be sure to check our site and sign up for notifications, and check back with us as we are adding service coverage every week.
2.What Are Local Carriers?
There are two major types: regional carriers that cover specific cities and/or surrounding regions, and those that have multi-state coverage within the same network. Compared to nationwide carriers such as USPS, UPS, and FedEx which can cover 99% of the U.S. population, regional shipping carriers cover only about 85% of the population.
Central Vapors is committed to serving the vaping community. Our team will be working with specialist carriers to build an extensive network of regional and local carriers for shipping deliveries, while adhering to compliance with state and federal laws.
Coverage will be limited and not all areas of the continental U.S. will be serviced. However, as the network expands, we will make sure shipping services are made available as soon as possible.

Please keep in mind that each city/state will have their own regulations that may prohibit us from shipping certain items to your location. You may encounter an error message during our checkout process in the event that your cart contains restricted items.
3.PUDOPoint Local Pick-Up
We now offer local pick-up shipping options using PUDOPoint services! This service offers a convenient way to pick up your package at a local business near you. Domestic purchases only. If you aren’t available to sign at home, choose PUDOPOINT at checkout to ship your order to a secure local business for pickup at your convenience.
When selecting this option, a list of available nearby pickup locations will be provided for your zip code. You may select the option most convenient for you. If you do not see any options appear, this service will be unavailable near your location.

Customers that select this option will receive an email notification once the package is ready for pick-up, along with the address location and the business’s operating hours. Adult Signature Verification will still be required for packages using this service.

4.Shipping Restrictions & Prohibited Areas
We are currently unable to ship to the following states:

- Arkansas
- Colorado
- Delaware
- Georgia
- Hawaii
- Maine
- Nebraska
- New Hampshire
- North Carolina
- Ohio
- Oregon
- South Dakota
- Utah
- Vermont
We are also unable to ship to U.S. Territories:
- Guam
- Northern Mariana Islands
- American Samoa
- Puerto Rico
- U.S. Virgin Islands
Important: We cannot ship to APO/FPO/AE military addresses.
5.Shipping Transit Times & Process
Non-Vape Products
- 2–5 Business Days
- Hardware and accessories only.
Vape / Nicotine Products
- 6–20 Business Days
- Requires specialized regional carriers.
Midwest/Eastern U.S.: Your order may undergo a 2-step process. Tracking updates may be sporadic while the package moves between regional sorting hubs.
6.State-Specific Flavor & Sales Bans
California
- Restriction Level: Flavor Ban
- Details: Only unflavored e-juice and base ingredients (PG/VG) are permitted. No flavor additives allowed.
New York
- Restriction Level: Sales Ban
- Details: All e-liquid sales are prohibited under Bill S.7506.
Massachusetts
- Restriction Level: Tobacco Only
- Details: Sales are limited to tobacco-flavored nicotine products. Zero-nicotine e-liquid is still permitted in all flavors.
New Jersey
- Restriction Level: Tobacco Only
- Details: Sales are restricted to tobacco flavors or flavorless e-juice only.
Rhode Island
- Restriction Level: Tobacco Only
- Details: Only tobacco-flavored e-juice is permitted for sale.
7.Adult Signature & Discount Restrictions
Adult Signature is required for orders shipping to: Iowa (Code 453A.47B), Massachusetts, Nevada (CASAA), North Dakota (Title 51), South Carolina, Virginia (§18.2-371.2), Texas (§161.455), and New York.
Discount Prohibition
New Jersey — Bill S1647
Prohibits the use of coupons, price reductions, and price rebates in connection with the sale or offer for sale of tobacco and vapor products to consumers at retail, including online coupons and promotional discount codes.
New York — Bill S.7506
Prohibits the use of coupons, price reductions, and price rebates in connection with the sale or offer for sale of tobacco and vapor products to consumers at retail, including online coupons and promotional discount codes.
Coupons and rebates may be strictly prohibited by law in your area.
